In disposition of
the complaint, the
Farm Industry Review
Board (FIRB) called
upon experts from
the Departments of
Environment and
Conservation,
Government Services
and Lands and
Natural Resources to
assist in the FIRB
determination; if
Viking Fur Inc. was
and is operating
according to
acceptable farm
practices. The
Department experts
provided indebt
knowledge to the
FIRB, the
complainant and
respondent on the
issue that was being
heard and unlimited
latitude was
provided to the
complainant and
respondent.
The Farm Industry
Review Board, under
the Farm Practices
Protection Act,
hereby renders the
following decision
(with counsel given
to Government
Departments) after
due consideration
from all presenters,
documentation filed
at the hearing and
site visitations:
The official
complaint received
on September 25,
2006, is dismissed.
The FIRB determined
that Viking Fur Inc.
is operating
according to
acceptable farm
practices having
implemented several
best management
practices to
minimize conditions
conducive to flies.
Improved management
practices of
removing and tarping
manure and outdoor
use of chemical
sprays has become an
integral part of the
every day operation
of the farm.
A planned fly
monitoring program
for spring of 2007
on and surrounding
Viking Fur Inc. to
determine what
species of fly is
predominant; when
are population
numbers the highest;
where are the hot
spots on the farm
(what sheds, what
piles, etc.) and
what is the effect
when the population
is disturbed on the
farm (is this the
high complaint time
from residents)
should now be
established for
immediate
implementation in
the spring of 2007.
Manure removal and
storage at critical
times of the year
may require extra
staff to help
alleviate odor, etc.
over a shorter
period of time,
thereby minimizing
negative public
reaction. Continuous
and unannounced
follow up by all
Government
Departments have
jurisdiction for the
fur industry should
take place to ensure
acceptable farm
practices are being
followed and to
assist operators to
achieve these
practices.
The owners of Ocean
Delight Cottages
need to be assured
by the appropriate
Government
Departments that
everything is being
done to permit them
to operate their
business in
co-habitation with
an agricultural
enterprise, and that
the appropriate
personnel visiting
Viking Fur Inc.
should also visit
Ocean Delight
Cottages until such
time their fly
problem is
manageable or
eliminated.
The FIRB feels the
expansion of Viking
Fur Inc. should be
permitted at this
time providing they
meet the necessary
conditions required
under the
Environmental
Protection Act.
