The Land Consolidation Program is designed to provide
non-farmer landowners and retiring farmers an opportunity to
sell their land and to provide for increased farm utilization
of land in the St. John's agriculture zone.
The agriculture zone in the St. John's Urban Region was established in 1973 to
protect farming from encroachment of non-compatible uses and to preserve
farmland. The program restricts the development of land for non-agricultural
endeavours, therefore, landowners have only a limited market for selling their
land. There is a considerable amount of land held by non-farming landowners
while farmers in the area are in great need for additional farmland. To provide
an alternative for landowners who have been unable to sell or develop their land
because of the agricultural zoning, a program was approved in 1985 to purchase
land from non-farmers or retiring farmers and allocate this land to farmers as
long term agricultural leases.
