The environmental assessment process requires proponents of mining projects to describe the anticipated impact of their project on businesses and employment in the province. A provincial benefits plan may be required as part of the approval process. The environmental assessment process is managed by the Department of Environment and Conservation. The main benefits agreement currently in place for mining is the Development Agreement (2002) signed between the province and Inco/Voisey’s Bay Nickel Company (now Vale Inco/Vale Inco Newfoundland and Labrador). This agreement provides for the development of the Voisey’s Bay mine and mill complex in Labrador and a commercial nickel processing plant at Long Harbour on the island of Newfoundland. The Development Agreement includes an Industrial Benefits and Employment Agreement that applies to all aspects of mining and processing.
